This is in no way some disguised criticism of the site.

Why on some contents pages are just one or two parts of the contents list blue links?

Here is another example:

Book:Seth Warner/Modern Algebra

In this case only Set theory is a link.

Here is a counter example where there are lots of links (some red):

Book:Allan Clark/Elements of Abstract Algebra

Is it a goal of PW to have links in the contents page of a book (even if they are red)?

I can't find the relevant policy page if there is one.
