Consider an analogue clock with an hour hand $H$ and a minute hand $M$.
A valid time indication is an arrangement of $H$ and $M$ which indicates a specific time of day (either a.m. or p.m.).
This article contains statements that are justified by handwavery. In particular: It is not at all clear what it means to "indicate a specific time of day" since we have not defined how a clock works. I can imagine we don't want to go that far because it would be beside the point, but then we should explain that it is different from a random orientation of H and M which does not correspond to normal operation of a clock.
