They are not equivalent, the problem is the same as with Definition:Locally Compact Space which was resolved by defining:

Yes, I'm about to address that. The problem here is that there does not appear to be a generally accepted term "weakly sigma-locally compact" or its counterpoint "strongly sigma-locally compact". So it will have to be a coining. --prime mover (talk) 15:12, 12 January 2018 (EST)
