That is:

$\chi_E \left({x}\right) = \begin{cases} 1 & : x \in E \\ 0 & : x \in \complement_S \left({E}\right) \end{cases}$

where $\complement_S \left({E}\right)$ denotes the complement of $E$ relative to $S$.
