I think that the problem is in the third line of $a_n$, i.e. the $3/2$ should be $3^n/2^n$, and that is the limiting value, which is dependent upon n.

In the ratio test we would then have $|(3^{n-1}/2^{n-1})/(3^n/2^n)| = |1/(3/2)| = 2/3$ per the book.
