The Legendre symbol $\paren {\dfrac a p}$ is defined as:

   \(\ds 0 \) if $a \equiv 0 \pmod p$      
   \(\ds +1 \) if $a$ is a quadratic residue of $p$      
   \(\ds -1 \) if $a$ is a quadratic non-residue of $p$
